We're rebuilding this guide from primary sources we have proper license to use, so we can publish it as a national, zip-aware tool that we fully own. The previous version drew on sources we shouldn't have built a commercial product on. We'd rather pause and rebuild than keep something live that doesn't meet the standard we hold ourselves to.

Every recommendation will name the data driving it.
